The Grand Duchy of Luxembourg has 100 municipalities, 12 of which are cities in their own right. The rest consist of several villages grouped together into a single municipality.
The current trend is towards merging municipalities in order to improve services and administrative efficiency. Mergers also create economies of scale that benefit residents.
It should be noted that administrative efficiency is highly valued by expatriates.
Municipalities are administrative entities in their own right, consisting of one or more towns or villages. They are autonomous jurisdictions, governed by a mayor and the municipal council. These are drawn from the municipal council, which is elected for six years by the inhabitants of the municipality during municipal elections.
Municipalities belong to cantons. There are 12 cantons in Luxembourg.

The city of Luxembourg had 134,697 inhabitants on January 1, 2025, representing nearly 20% of Luxembourg's population. More than 70% of the population of the city of Luxembourg is foreign. There are nearly 170 different nationalities, of which nearly 90% are European.

Other major cities in Luxembourg
The most populous cities after Luxembourg are mainly located in the canton of Esch-sur-Alzette in the south of the country.
- The second largest city in the country is Esch-sur-Alzette, which had a population of 37,922 on January 1, 2025.
- Differdange has 30,789 inhabitants.
- Dudelange has 22,203 inhabitants
- Pétange: 21,806 inhabitants
- Sanem: 19,085 inhabitants
- Bettembourg: 11,628 inhabitants
- Schifflange: 11,589 inhabitants
are also located in the southern region of Luxembourg.
The municipality of Hesperange has 17,146 inhabitants and is located in the Canton of Luxembourg - Central region, as is the town of Strassen, which has a population of 10,631.
The town of Mamer has 11,368 inhabitants in its municipality. Kaërjeng has 11,589 inhabitants. Both are located in the canton of Capellen in western Luxembourg.
Mersch, with approximately 10,645 inhabitants, rounds off the list of municipalities with more than 10,000 inhabitants.
