Sustainable Transportation in Luxembourg

Here we outline the key considerations and developments planned through 2035 under the Mobility Plan.

Eco-friendly public transportation

A key challenge for Luxembourg’s territorial development

By 2035, Luxembourg’s population is projected to grow by 46%, while travel is expected to increase by 33% in the city of Luxembourg alone.

To ensure accessibility for all and promote smooth traffic flow, Luxembourg’s authoritieshave made transportation a top priority, with a commitmentto encouraging gentler and more sustainable mobility.

Soft mobility, eco-mobility, sustainable mobility… Behind these terms lie modes of transportation that are less polluting for the planet and more eco-friendly, such as the development of hybrid and electric vehicles. The use of bicycles or oth ation methods is also encouraged in Luxembourg to support an ecological transition that benefits everyone.

Public Transportation: Free and Efficient

Luxembourg was the first country to introduce free public transportation within its borders. This initiative significantly contributes to more responsible travel habits. Residents widely favor this mode of transportation whenever possible, especially since public transportation is clean, safe, and reliable.

There are now numerous connections to the city of Luxembourg. Major economic development hubs such as the Esch-sur-Alzette region are not being overlooked in the 2035 transportation plan, with the construction of a rapid transit link via the tram system.

Development of Electric Buses and Trains

Since 2007, all CFL passenger trains have been powered by electricity from renewable sources, with zero CO2 emissions.

For its part, the City of Luxembourg is investing heavily in electric buses. The goal is to quickly reach 30% of the bus fleet running on electric power.

New lines on the tram network

The tramway and the 2035 Mobility Plan strongly promote sustainable travel by expanding the public transit network via the tramway. It is worth noting that the tramway currently carries nearly 80,000 passengers per day along its route.

Planned phase-out of internal combustion engine vehicles in Luxembourg and the EU

Luxembourg is increasingly adopting an eco-friendly approach with a growing number of electric and hybrid vehicles.
As in the rest of the European Union, all new cars (excluding rare vehicles) are expected to be required to be electric starting in 2035 (subject to possible changes at the EU level).

Luxembourg has set a target of having a 49% electric vehicle fleet by 2030.

Electric car incentives in Luxembourg: amounts and conditions

Luxembourg actively promotes sustainable mobility through the Klimabonus Mobilitéit program. This financial assistance helps reduce the purchase cost of an electric vehicle, whether new or used, under certain conditions. Here are the main incentives currently in effect.

Incentive for the purchase of a new electric car

The purchase of a new 100% electric vehicle entitles the buyer to a subsidy of up to €6,000. The amount depends mainly on the vehicle’s energy consumption:

  • €6,000 for the most efficient models (≤ 16 kWh/100 km)
  • €3,000 for models with higher energy consumption

This measure aims to promote the most energy-efficient vehicles.

Incentive for used electric cars

Used electric vehicles are also eligible for a €1,500 incentive, provided the vehicle is at least three years old and is kept for a minimum of two years.

Eligibility requirements

  • The vehicle must be registered in Luxembourg
  • The purchase or order must take place during the current eligibility period (currently extended until June 30, 2030, subject to final adoption and official publication)
  • The new vehicle must be kept for at least 36 months
  • The bonus may also be granted under a lease agreement, subject to certain conditions

Why are these incentives changing?

The amount of the subsidies has been adjusted to encourage the purchase of more energy-efficient vehicles while ensuring the program’s long-term viability. Luxembourg thus reaffirms its commitment to the ecological transition and sustainable mobility.

Bicycle Subsidy in Luxembourg: Financial Assistance for Bicycles and E-Bikes

As part of the Klimabonus Mobilitéit program, Luxembourg also supports active transportation by offering financial assistance for the purchase of bicycles and e-bikes. These subsidies aim to encourage more sustainable and accessible daily travel.

Subsidy for conventional bicycles and e-bikes

The purchase of a new bicycle or an electric-assist bicycle (pedelec25) may qualify for assistance amounting to:

  • 50% of the purchase price, up to a maximum of €600

However, since October 2024, this subsidy has been reserved for households receiving the cost-of-living allowance or the energy subsidy, which limits access to certain households.

Cargo Bike Bonus

Cargo bikes, designed to transport cargo or children, receive enhanced support:

  • 50% of the purchase cost
  • Maximum of €1,000

This assistance is available for purchases made between October 1, 2024, and June 30, 2026.

Eligibility requirements

To qualify for these bike subsidies in Luxembourg, several conditions must be met:

  • The bicycle must be new (conventional, electric, or cargo bike)
  • The purchase must be for personal use
  • The bicycle cannot be intended for resale or export
  • An application must be submitted after the purchase via the official platform

Electric scooters and other urban mobility devices are not eligible for these subsidies.

Charging stations for electric vehicles in Luxembourg

Luxembourg has a national network of charging stations for electric vehicles, called Chargy. Available throughout the country, this network allows residents and cross-border workers to easily charge their vehicles on a daily basis.

They can be found, in particular:

  • public roads
  • park-and-ride facilities (P+R)
  • shopping centers
  • on major highways (for SuperChargy stations)

There are currently nearly 800 charging stations, with a long-term goal of 1,600 stations.

Chargy and SuperChargy: What’s the difference?

Chargy stations (standard charging)

  • Power: up to 22 kW
  • Ideal for charging while parked (at work, running errands, at home)
  • Charging time: several hours depending on the vehicle

These stations are the most common in Luxembourg and are suitable for regular use.

SuperChargy stations (fast charging)

  • Power: up to 160 to 350 kW
  • Locations: highways, major roads, park-and-ride facilities (P+R)
  • Charging time: approximately 15 to 45 minutes to restore a significant portion of the range

SuperChargy stations are particularly well-suited for long trips or when you need a quick charge.

How do I use a Chargy station?

With a subscription

The most common option is to sign up for a subscription with an energy or charging service provider:

It is also possible to use the charging stations without a subscription:

  • Payment by credit card or QR code
  • Immediate access, no commitment
  • Generally higher rates

How much does charging cost?

The price depends on the type of charging station, the provider, and the payment method. Generally speaking, charging via a subscription is more economical than paying on a per-use basis.

Is there financial assistance available for public charging stations?

There is no financial assistance available for using Chargy or SuperChargy public charging stations. These facilities are funded at the national level and accessible to everyone via a pay-as-you-go system.

Financial assistance for installing a home charging station

However, financial assistance is available for installing a private charging station:

  • Up to €750 for a standard charging station
  • Up to €1,200 for a smart charging station

These grants are part of the Klimabonus Mobilitéit program, aimed at encouraging the transition to more sustainable mobility.

Bike Rental and Bike-Sharing in Luxembourg

Bike-sharing (self-service bikes) is now widely available in several Luxembourg cities. This system allows you to pick up a bike at one station and return it at another, with complete flexibility.

Self-service bikes in Luxembourg City: Vel’oh

The Vel’oh service offers bikes available 24/7 throughout the capital.

Stations are located near shopping areas, busy neighborhoods, and public transportation, making it easy to combine different modes of travel.

  • Over 1,000 bikes available
  • Over 100 stations in Luxembourg City and the surrounding area
  • Standard and electric bikes available

The first half-hour is free, then standard rates apply (approximately €1/hour, capped at €5/day).

The service operates on a subscription basis:

  • Short-term subscription available directly at the station
  • Long-term subscription via online registration with direct debit from bank account

Electric bikes make getting around particularly easy in hilly neighborhoods like Pfaffenthal or the Grund.

Bike rentals by the day or weekend

For occasional use, you can rent various types of bikes in the Grund neighborhood, notably through the Vélo en Ville service.

Discounted rates are available for:

  • Groups (4 or more people)
  • Young people under 26

Secure parking: Bikeboxes

These secure bike parking facilities are accessible 24/7 and facilitate intermodal travel in Luxembourg.

The number of spaces in each Bikebox is limited. Registration ensures access when spaces are available.

Municipalities are continually investing in improving cycling infrastructure, particularly in urban areas.

Bicycle zones and traffic in Luxembourg City

More and more streets are being designated as priority zones for cyclists, particularly in the neighborhoods of Bonnevoie, Gare, Belair, Pfaffenthal, and Pulvermühl.

  • Traffic permitted across the full width of the lane
  • Speed limit of 30 km/h
  • Cars are prohibited from passing bicycles

Specific infrastructure (signage, dedicated traffic lights, road markings) enhances cyclist safety.

Bicycle traffic rules in Luxembourg

Compliance with safety rules is essential when cycling.

  • Helmets are mandatory for children under 12 (strongly recommended for everyone)
  • No headphones or cell phones while riding
  • Cycling on sidewalks is permitted for children up to age 12
