Raising Awareness About People with Special Needs

Making the City of Luxembourg “A City for Everyone”! Every year, the City of Luxembourg organizes Awareness Weeks for People with Special Needs. This initiative aims to foster dialogue and raise residents’ awareness of the specific needs of certain individuals.

Accessible tours during Museum Days

During Museum Days, Villa Vauban and the Lëtzebuerg City Museum offer tours on certain days tailored to people who are deaf or hard of hearing, as well as those who are visually impaired or blind, and anyone else with special needs.

Dinners in the Dark, “Dinner in the Dark” in Luxembourg

Every year, several restaurants in the city of Luxembourg join the “Dinner in the Dark” initiative by offering dinners in the dark. For the occasion, blind guides assist participants throughout their meal in a completely darkened setting.

Several dates are available for these meals in the dark. Since seating is limited, advance reservations are required. So book your dinner in the dark now on the City of Luxembourg website.

Reflection Days for People with Special Needs

Those interested in the topic can meet with associations and key stakeholders during themed reflection days. They will have the opportunity to discuss actions already taken and priorities for the coming months. These workshops take place at the Bonnevoie Cultural Center.

An “Inclusion” gala typically closes these Awareness Weeks. It is held at different locations throughout the city depending on the year. In 2026, the Cercle Cité will host the event. The event is free with reservation.

Roll & Run, the Luxembourg Marathon’s inclusive race

The Roll & Run race is an integral part of the Awareness Weeks program.

This race is exclusively for people on wheels or with mobility aids. Participants can thus enjoy the friendly atmosphere ofthe ING Night Marathon Luxembourg. The Roll & Run starts at 6:00 PM for all participants using wheels or rollers, including people in wheelchairs as well as parents with strollers, etc. However, electric vehicles, bicycles, skates, and rollerblades are not permitted.

Starting at Champ du Glacis in the Limperstberg neighborhood, participants can enjoy the extraordinary atmosphere of the ING Marathon. A festive and friendly atmosphere is guaranteed! The race is not timed.

The participation fee is 5 euros upon registration. All proceeds will be donated to the association “LUX Rollers Asbl.”

Support for people with disabilities

In 2007, Luxembourg ratified the United Nations Convention on the Rights of Persons with Disabilities. Since then , numerous initiatives and measures have been taken to meet the needs of people with disabilities.

Long-Term Care Insurance for People with Disabilities in Luxembourg

Long-term care insurance covers the costs of care for people with disabilities living at home or in a specialized facility. To qualify, any purchases or renovations must first be approved by the Long-Term Care Insurance Assessment and Control Administration.

Financial Assistance for Home Modifications for People with Disabilities

In addition, the Housing Assistance Service of the Ministry of Housing offers financial assistance for home modifications to meet the needs of people with reduced mobility. This assistance for special modifications aims to facilitate their movement within their homes or to equip kitchens and bathrooms accordingly.

Other specific assistance for people with disabilities

Children with disabilities may also be eligible for additional financial assistance to cover extra expenses related to their disability. Parents may contact the Caisse pour l’Avenir de l’Enfant directly to apply for the Special Supplementary Allowance.

In addition, anyone with a visual or hearing impairment is also eligible for financial assistance provided by the Ministry of Family Affairs. This assistance enables them to pursue vocational training despite their disability.

Finally, individuals with “severe disabilities” may be eligible for a supplementary income (RPGH) when they can no longer enter the workforce due to their disability. ADEM is the agency responsible for reviewing applications for the RPGH.

Mobility and Accessibility for People with Disabilities

People with reduced mobility can benefit from mobility services to facilitate their travel and daily life in Luxembourg.

Transportation for people with reduced mobility in Luxembourg

The Adapto service is an on-demand bus service available upon presentation of a card. Like all public transportation, the Adapto service is free.

With a parking card issued by the Ministry of Transport, people with disabilities can use parking spaces reserved exclusively for people with disabilities. The card must be displayed behind the vehicle’s windshield .

Priority cards are no longer in use on public transportation since the implementation of free public transportation.

Accessibility to Public Places

The law of January 7, 2022, stipulates that all places open to the public, public thoroughfares, and multi-unit residential buildings must provide accessibility for people with specific needs by January 1, 2032.

Info-Handicap: All the Answers on Disability

Established in 1993 and operating under an agreement with the Ministry of Family and Integration, Info-Handicap’s mission is:

  • to answer any questions regarding disability in Luxembourg
  • to inform and guide people with disabilities and their families, including on legal matters
  • to raise public awareness of disability issues, including through training programs
  • to promote accessibility for people with disabilities in Luxembourg.

Info-Handicap has been accredited as a vocational training center since 2012. Companies interested in doing so can find numerous training programs related to the inclusion of people with disabilities, including accessibility for all, welcoming practices, diversity, transportation, communication, and more.

A number of informational and awareness-raising documents are available on the Info-Handicap website. Among other resources, you will find a comprehensive Disability Guide that provides answers to questions related to disability in all aspects of daily life: children, school, work, financial assistance, housing, transportation, and legal support.
