Challenge for the development of Luxembourg

By 2035, Luxembourg's population is expected to increase by 46%, while travel is set to increase by 33% in Luxembourg City alone. In order to guarantee accessibility for all and promote smooth transport, the Luxembourg authorities have made transport a major issue, with a desire to encourage gentler and more sustainable mobility.

Sustainable mobility, eco-mobility, sustainable transport... Behind these terms lie modes of transport that are less polluting for the planet and more eco-friendly. Hybrid or electricvehicles , bicycles, and other non-polluting means of transport: where does Luxembourg stand on this issue? What measures are supporting the ecological transition in Luxembourg's transport system?

Public transport: free and fluid

Free public transport in Luxembourg contributes significantly to more responsible travel behavior within the country. Residents largely favor this mode of transport when they can, especially since public transport is clean, safe, and reliable.

There are now numerous connections to the city of Luxembourg. Major economic development sites such as the Esch-sur-Alzette region have not been overlooked in the transport development plans for 2035, with the construction of a rapid tram link.

Development of electric buses and trains

Since 2007, all CFL passenger trains have been powered by electricity from renewable sources. They now run with zero CO2 emissions.

For its part, the City of Luxembourg is investing heavily in electric buses. The goal is to quickly reach 30% of the bus fleet running on electricity.

New lines on the tram network

The tramway and the 2035 mobility plan greatly promote sustainable travel by developing the public transport network via tramway. It is worth noting that the tramway currently carries nearly 80,000 passengers per day on its route.

Planned end of combustion engine vehicles in Luxembourg and the EU

Luxembourg is now increasingly adopting an eco-responsible approach with a growing number of electric and hybrid vehicles.
As in the rest of the European Union, all new cars (except rare vehicles) will be required to be electric from 2035.

Luxembourg has set itself the target of having 49% of its vehicle fleet be electric by 2030.

Government subsidies for electric vehicles

In the meantime, Luxembourg is implementing measures to promote electric transport with electric vehicle subsidies for private vehicles .

Increased electric vehicle subsidies

As part of its sustainable mobility policy, the government is offering subsidies of between €500 and €6,000 for the purchase of an electric or hybrid vehicle, calculated according to the vehicle's power and number of seats.

Buy an electric vehicle in Luxembourg with the "Clever fueren" incentive

The "Clever fueren" government subsidy, paid in the form of a bonus, benefits buyers of new electric vehicles. The aim is to promote more eco-friendly mobility in Luxembourg. Regularly renewed, this bonus demonstrates the Luxembourg government's commitment to continuing to promote ever more sustainable mobility.

At a time when fuel prices are skyrocketing in Luxembourg and elsewhere, residents are overwhelmingly in favor of this financial assistance. Nearly €43 million has already been paid out under the "Clever fueren" or "smart driving" measure. 60% of this has benefited buyers of electric cars. The subsidy also benefits buyers of new bicycles!

Any individual or legal entity can take advantage of this, provided that the vehicle purchased is registered in Luxembourg. The subsidy also applies to owners of vehicles under rental or leasing contracts. The only condition is that the finance company that owns the vehicle waives this subsidy.

Electric vehicle subsidy of up to €6,000 in Luxembourg

The Klimabonus Mobilitéit subsidy of up to €6,000 can be used to purchase a new electric vehicle. To be eligible, the beneficiary must keep the vehicle for three years.

This provision also applies to beneficiaries of a car leasing or rental contract.

Used vehicles over three years old are also eligible for a €1,500 subsidy, provided the vehicle is kept for at least two years.

Up to €1,000 for a 100% electric two- or four-wheeled vehicle

Buyers of 100% electric motorcycles, scooters, and other quadricycles can benefit from a subsidy of up to €1,000 (50% of the purchase price excluding VAT).

Bonus of up to €1,000 when purchasing a cargo bike

The €1,000 subsidy for cargo bikes has been increased from €600 to €1,000. However, the purchase of a bicycle or electric bike may also be eligible for a subsidy of up to €600, provided that you already receive the cost-of-living allowance or energy subsidy.

Charging stations for electric vehicles in Luxembourg

Development of the Chargy and SuperChargy networks for electric vehicles

To support the development of electric cars, Luxembourg is building an extensive network of charging stations, including on motorways.

To date, more than 700 Chargy and SuperChargy charging stations for electric vehicles are in service in the country. The goal is to reach a network of 1,600 locations, regardless of the type of electric vehicle.

Every municipality in Luxembourg is now equipped with public Chargy stations to promote electromobility. Car parks, including free P+R car parks, are also equipped with electric charging stations for vehicles.

After signing a contract with a charging service provider, users can access the stations via the Chargy card and the chargy.lu website. They can then pay at the stations using a multifunctional Chargy smart card or a bank card.

The chargy.lu website offers various services, including locating and/or reserving charging stations.

Private charging stations for electric vehicles in Luxembourg

People who want to equip their home with a private charging station can also benefit from a financial incentive of up to 50% of the investment.

To take advantage of this, they must submit their application no later than 12 months after the last invoice issued in connection with the investment. For more information, visit Guichet.lu.

Bike sharing or self-service bikes

More and more cities in Luxembourg are offering self-service bikes based on the principle of bike sharing. Users can borrow bikes to travel around the city with complete freedom. For a fee, users can borrow a bike from a designated station. They can then return it to another station at their convenience.

Shared bikes in Luxembourg City with Vél’oh

In Luxembourg City, the company Vél’oh offers self-service bicycles 24 hours a day, 7 days a week. This allows users to get around the Luxembourg capital easily and flexibly. Vél’oh stations are located throughout the city, close to shopping areas, popular venues, and public transport hubs. Today, more than 1,000 bikes are available to users at over a hundred bike stations in Luxembourg City and the surrounding municipalities.

The Vel'oh bike-sharing system operates on a subscription basis only. Users can take out a short-term subscription of up to one week directly at a Vél'oh terminal. For long-term subscriptions, users must first register online on the Vel'Oh website, pay a security deposit, and set up a direct debit from their bank account.

The first half hour of each trip is free. The service is charged by the hour (€1/hour and a maximum of €5 per day) after the first 30 minutes.

Véloh stations are now equipped with electric bikes. This makes LuxembourgCity the first European city to offer electric bikes. This is particularly appreciated on the climbs from Pfaffenthal or Grund.

In 2021, there were more than 800,000 Vel'Oh rentals. This represents a 400% increase since the service was launched in 2018. Nearly 260,000 subscribers were using Vel'oh for their daily commutes at the end of 2023.

Bike rental at "Vélo en ville"

If you want to rent bikes of different types or sizes, head to Vélo en ville in the Grund district . Bikes can be rented by the day, weekend, or week. Groups of four or more people, children, and young people under the age of 26 can benefit from a 20% discount on bike rental prices.

Bikebox, secure spaces for parking your bike

BikeBox is a system of secure bike parking spaces available to cyclists near train stations in Luxembourg.

Users can access these bike parks with their transport card. The mKaart is the size of a credit card and can be used to electronically load transport tickets, which are valid on the entire Luxembourg public transport network.

The mKaart also provides access to public charging stations for electric cars.

More than 650 km of cycle paths in Luxembourg

Local authorities are increasingly committed to improving cycle paths in their urban areas.

Bicycles have priority on certain streets in the Luxembourg capital

Certain streets in the capital now give priority to bicycles. Formally identified by road markings and traffic signs, these streets give priority to cyclists. Cyclists can ride across the entire width of the lane. Motorists must wait and are not allowed to overtake bicycles.
These bicycle zones are located in the Bonnevoie, Gare, Belair, Pfaffenthal, and Pülvermühl neighborhoods. We can expect these bicycle priority lanes to expand in the near future to further promote and facilitate bicycle travel in urban areas.

These roads are increasingly being equipped with special features to promote bicycle safety. There are continuous sidewalks or crosswalks at intersections for greater comfort. Special traffic lights are dedicated to bicycles. These bicycle lanes have a speed limit of 30 km/h and cyclists cannot be overtaken. These streets are identified by a wide colored strip.

Rules of the road for cyclists in Luxembourg

In Luxembourg, wearing a bicycle helmet is mandatory for children under 12. A word of advice: remember to wear a helmet even if you are over 12, and above all, make sure it is securely fastened! Did you know? Wearing a helmet reduces the risk of head trauma by 75% and the risk of brain damage by 85%.

The use of headphones (MP3 players, cell phones, etc.) is prohibited when cycling.

Children under 12 are allowed to ride their bikes on the sidewalk. An adult may also accompany them.

The sign with the bicycle symbol accompanied by "Except Frei" indicates that you can use one-way streets or bus lanes.

Finally, check that your bicycle is equipped in accordance with legal requirements. It must be equipped with a bell, two brakes (front and rear), a yellow or white light at the front, a red reflector and a red light at the rear, and reflectors on the wheels (two per wheel) and pedals.
Between nightfall and sunrise, as well as during the day in poor visibility conditions, your bike must be equipped with lights.
