In Luxembourg, voting is mandatory

In Luxembourg, voting is a right but also an obligation.

When registering in the municipality of residence, any person over 18 years of age is automatically registered on the electoral roll. Only a few cases can be excused such as voters over 75 years old or persons unable to vote for professional reasons.

In case of abstention, the penalties can range from 100 to 1,000 euros.

Communal elections in Luxembourg

For the communal elections, the person has to :

  • be over 18 years of age (*),
  • have your civil rights and not be stripped of voting rights in your state of origin,
  • be Luxembourgish and resident in the Grand Duchy,
  • for citizen of other member states of the European Union, you must be domicilied and resident in Luxembourg for at least 5 years at the time of signing up on the electoral roll,
  • for citizen of non-European member states you must be domicilied and resident in Luxembourg for the last 5 years at the time of signing up on the electoral roll. Also during this period you must be a legal resident with legitimate paperwork and, if necessary, have a visa if required.

Parliamentary elections in Luxembourg

For parliamentary elections, the person has to :

  • be a Luxembourgish national,
  • be over 18 years of age (*),
  • benefit from civil and political rights,
  • have your legal residence in Luxembourg (for those residing abroad they can vote by post).

Info: Luxembourgish nationals living abroad can participate in the parliamentary elections by voting by post.

European elections in Luxembourg

For the EUROPEAN elections, the person has to:

  • be a Luxembourgish national or citizen of another European member state,
  • be over 18 years of age (*),
  • have your civil rights and not be stripped of voting rights in your state of origin,
  • for Luxembourgish nationals, be a resident in Luxembourg. For those residing abroad they can vote by post,
  • forn non-Luxembourgish nationals from another EU Member State, be a resident in Luxembourg and have been living there when making the request to be put on the electoral roll. 

Note: third country citizen cannont pariticipate in the European elections. 

Attention: you cannot vote in the elections if you are currently sentenced to imprisonment or have been stripped of your voting rights as well as adults under guardianship. 

* Persons aged 18 on the day of the elections, but not when registering to vote must present an autorisation from their parents or legal guardian.
