The family reunification is a right exposed in the article 8 of the European Convention on human rights. In Luxembourg (and in many other European countries) the family reunification for the family members with third country national nationality is different according to the status of the principal “migrant”.
The rights of the family members are attached to the principal “migrant”.
Family members allowed joining the principal “migrant” if the principal “migrant” is a citizen of the European Union:

The Minister can also allowed (but it is not a right as for the both first categories)
If the principal “migrant” is from a third country, the delay to be allowed to apply for the family reunification will depend of his own status; for example if the principal “migrant” received a Residence permit “salaried employee” the delay is 1 year. In the opposite for the high skilled worker with a Residence permit “European blue card” the family is allowed to come directly.
